Technology for public defense management

CEC — Peer Comparator

The problem

The work profile of the roughly 500 offices of the Public Defender’s Office of the State of Rio Grande do Sul varies a lot. You cannot compare someone doing family mediation with someone doing jury trials; there is no way. Without a criterion, all that is left is each person’s subjective sense of being overworked.

What was built

A method for comparing public defender units by their work profile, with several types of unit and comparison within each type. It reduces the subjective sense of overwork, turning it into a comparison with those who can legitimately be compared.

CEC is a method to support institutional decisions, both on where to place new positions, and on where to direct infrastructure and resources, permanent or temporary staff, among others.

It won second place at II CNTI · 5th ENASTIC.DEF, in the Digital innovation in management and governance category.

A side note

It was the first time I built a system with a front end and a back end: the typology manager. Classifying the units into types had been done by other teams, working every day in Excel spreadsheets, and the result was not good. So we started doing it in the system itself, which produced the files to load into the database, so it could feed the BI, a Qlik Sense application.
